Khost suicide car bombing kills 11

At least 11 people have been killed in a suicide car bombing in the eastern Afghan province of Khost, police say.



 The attack, which targeted a police checkpoint in a crowded area of Khost city, left many wounded.

Police became suspicious of a driver and opened fire prompting him to detonate his bomb, the provincial police chief told the BBC.

 
The restive province, on the border with Pakistan, has long been a target for Taliban militants.


"It was very powerful. It shook Khost city," Associated Press quoted police chief Abdul-Hakim Isaqzai as saying. He said security forces had surrounded the area and ambulances were taking the injured to hospital.

Reports said the blast sent a thick plume of black smoke into the air.

Police blamed the attack on Taliban militants who frequently target police checkpoints.

 
A suicide and gun attack on the police headquarters in the southern city of Kandahar on 12 February killed 19 people, including 15 policemen .

Violence has been on the increase in Afghanistan where tens of thousands of foreign troops are based.

 
Civilian and military casualties in Afghanistan are at levels not seen for a decade - last year more than 2,400 civilians died.

 
Nato says that gains made by the Afghan and international troops are "tenuous and fragile" and warn that there will be an increase in bloodshed this year.

 
In 2009, Khost was the scene of one of the worst attacks on US intelligence when eight people were killed by a suicide bomber at a CIA base.








Pakistan slams U.S. allegations on spy agency

The Pakistani prime minister slammed the United States on Friday over comments that a terror group attacking American troops is an "arm" of the nation's intelligence agency.


 The Pakistan-based Haqqani network is actively targeting American troops across the border in Afghanistan, Joint Chiefs of Staff Adm. Michael Mullen told the U.S. Congress on Thursday.


His comments reflected U.S. officials' growing impatience with Pakistan's unwillingness to stop the attacks and the belief that it is actively supporting the insurgents.


Pakistan Prime Minister Yusuf Raza Gilani decried the accusations Friday.

 
"They can't live with us or without us," he told CNN affiliate GEO TV. "If they can't live without us, then they should make efforts to clear up any misunderstandings."


Pakistani Foreign Minister Hina Rabbani Khar also dismissed the claims, calling them allegations.


"You will lose an ally," Khar said on GEO TV. "You cannot afford to alienate Pakistan. You cannot afford to alienate the Pakistani people."


The chairman of the U.S. Senate Armed Service Committee, Sen. Carl Levin, D-Michigan, said the ability of the Haqqani network to launch attacks over the border from Pakistan is unacceptable. The Pakistani militant group is accused of being responsible for last week's Kabul attack and numerous others in which U.S. and NATO troops have died.


Levin expressed frustration with the Pakistani government, which has yet to use its troops to crack down on the insurgents and has not publicly condemned the attacks in Afghanistan, either.

 
Mullen, appearing for the last time in front of the committee before his retirement at the end of the month, spoke candidly about the threat posed by the Haqqanis.


Pakistan is "exporting" violence to Afghanistan, he said.

"The Haqqani network, for one, acts as a veritable arm of Pakistan's intelligence," Mullen said.


He said Pakistan's Inter-Services Intelligence agency supported the insurgents who planned and executed the attack on the U.S. Embassy and other strikes in Afghanistan.


In doing so, Mullen said, the agency is jeopardizing Pakistan's relations with the United States and Afghanistan. But he added that the solution is not to give up on Pakistan.


A flawed relationship is better than no relationship, he said.

Private Higher Education Institute Opens In Khost; 2 New School

Today in Afghanistan’s eastern province of Khost, Pamir Institute, the first-ever private higher education in the province was officially inaugurated and opened, according to a report from Afghanistan’s Bakhtar News Agency.




 



The provincial governor, Abdul Jabbar Naeemi, community leaders, teachers, and students attended the ceremony. The school was founded by Professor Syed Karim Shah Nekmal, and it will offer higher education in computer science, language and literature as well as economics.






Yesterday, Afghanistan’s Ministry of Education announced that two new school buildings will be built in the the eastern province of Kapisa. According to a ministry official, a foundation stone laying ceremony was held to mark the event.






The first building will be for the Allah Mohammad Shaheed High School and it will have 6 classrooms and 1 administrative room. The second building will be for the Qari Mir Asman High School, and it will have 8 classrooms and 4 administrative rooms. Both schools will be provided with tables and chairs as well. The project is expected to take 6 months at cost of $210,000. Funding for project is being provided by Japan.

Muammar Abu Meniar el-Gaddafi was born in the North African desert, south of Sirte, Libya in 1942. (The exact date is unknown although some sources day June 1, while others say sometime in September.) The son of a poor Bedouin nomad, Gaddafi lived in his family's remote desert camp until he went away to school at age 9.
While a student at a secondary school at Sebha, Gaddafi was inspired by the speeches of Egyptian President Gamal Abdul Nasser and he became a committed Arab nationalist. Gaddafi organized his fellow students into revolutionary study groups at Sebha; he continued the practice at the University of Libya in Tripoli, where he received a history degree in 1963. Following his graduation, Gaddafi entered the Libyan Military Academy in Benghazi where he found many of the cadets were sympathetic to his anti-Western nationalism.

 Commissioned into the Libyan army in 1965, he began laying groundwork for an overthrow of the Libyan monarch, King Idris, whom he considered a pawn of the Western European nations. Within four years, Gaddafi took control of the army and on September 1, 1969, he seized power in a carefully planned coup. Assuming command of the government as chairman of the ruling Revolutionary Council, Gaddafi declared himself commander-in-chief of Libya's armed forces and its government, with the rank of colonel.
Gaddafi soon began implementing his long-dreamed plans for Libya by nationalizing all foreign banks and oil companies and insisting on closing down all European military bases in Libya. In 1970, Gaddafi seized the private assets of Libya's Italian and Jewish residents, driving them from the country.
Since assuming power, Gaddafi has given heavy support to a wide variety of terrorist groups and regimes including: Iran, Iraq, Syria, Uganda, the Palestine Liberation Organization and its sub-groups, as well as the Irish Republican Army. Heavily supported by the Soviet Union, he fought a unsuccessful war against Egypt and a disastrous war against Chad and its ally France for control of the northern regions of Chad, attempting to force the French out of Chad.
Gaddafi has provoked several incidents with the USA, one of which led to an American retaliatory bombing raid on his headquarters in Tripoli on April 15, 1986. Gaddafi escaped with only minor injuries and to this day he remains in firm control of his government.

Overthrew the monarchy of Libya in the so-called "Green Revolution" in 1969, establishing a socialist Arab state under his leadership.


Was once (as a child) publicly slapped by one of his teachers. Many say that this is the source of his resentment for academics, apparent in many of his speeches and essays.
He has been Libya's dictator since 1969.
Wrote "The Green Book" which is Libya's constitution.
His eldest son, Saif al-Islam, is expected to be Libya's next president.

Learning lay of the land in Afghanistan Khost

We all spend time in school learning about the Europeans who ventured out centuries ago to explore what was for them a "new world," or of the Lewis & Clark expedition that went out to chart the then-unknown reaches of the American West.

 I have to imagine that one of the biggest challenges they faced in reporting what they learned was simply figuring out where to start. I say that because I have that same feeling as I think about how to describe to someone who has never been here the environment in which we find ourselves in our little slice of Afghanistan.






One has to start somewhere, though, and so I will fall back on what my instructor at the Infantry Officers' Advanced Course taught me many years ago about understanding a new problem - "See (understand) the terrain. See the enemy. See yourself." And, so, I'll start with the terrain.

 


 As if the jagged mountains cutting thousands of feet into the sky on all four sides of me were not enough to clue me in, all it took was about two minutes into my first run around the inside perimeter of our forward operating base to realize just how much getting used to our new home would take.






Khost City sits in a large "bowl" about a mile above sea level, surrounded on all sides by steep mountains that average anywhere between six to around ten thousand feet. When it rains on us here in the bowl, rest assured it is snowing up in the mountains.






To the east and south, close enough so that you feel like you can reach out and touch the snow-covered peaks, lies Pakistan. The mountains indicate the general location of the Durand Line. That is the arbitrary line that British diplomats and mapmakers drew over a century ago, right through the middle of the Pashtun tribes, to create what today is the "official" border between Afghanistan and Pakistan. I place the word official in quotation marks because many people, especially the Pashtuns, who reside on both sides, have never accepted the border as legitimate, and they pretty much ignore it.

To the north and west lie the mountains separating Khost and Paktya, which at one time were a single province.






All told, our brigade's area of operations constitutes an area about the size of the state of Connecticut. By my best estimate, Task Force Raider operates in an area about the size of Berkshire County; Berkshire County if you were to take it and put it down in the middle of the Rocky Mountains.






Getting around is challenging to say the least. The only real road is the one connecting Khost with Gardez, the capital of Paktya Province. The "K-G Road" stretches approximately 65 miles from Khost to Gardez and has in recent years been the focus of a massive re-paving effort funded by the U.S. Agency for International Development.






Much of it snakes its way through the treacherous K-G Pass, and in many places is nothing but a dirt trail with a 60-degree slope up a mountain on one side, and a precipitous drop into a wadi on the other. It does not take a lot of imagination to understand how huge Soviet formations were swallowed up in this terrain in the 1980s, as they battled the mujahedeen trying to keep the pass closed in order to isolate the Red Army garrison in Khost City.

امروزه عبدالرب رسول سياف يکی از جمله رهبران جهادی افغانستان به شمار می‏رود که صاحب ميلياردها پول است. زمانی که سياف در دوران حاکميت حزب دمکراتيک خلق افغانستان، کشور را ترک می‏کرد، به گفته‏ای خود او: "يک عصا چوب بيشتر نداشت"اما پرسش اين است که سياف اين همه سرمايه را به چه بهای به دست آورده است؟!

KABUL, Afghanistan – Afghan and coalition forces detained two Hezb-e Islamic Gulbuddin, or HIG, leaders in separate operations in eastern Afghanistan yesterday.
In Charikar District, Parwan province, Afghan and coalition forces detained the media emir for the HIG insurgent group along with another insurgent leader during a security operation.
The HIG insurgent was a Kabul-based media emir. He had ties to Islamic Movement of Uzbekistan officials and insurgents who operate in Afghanistan and Pakistan, Taliban media insurgents and improvised explosive device networks in the country. He was involved in at least two suicide bombings on Nov. 12, 2010 and Jan. 28 in Kabul City. The most recent attack was at a market in Wazir Akbar Khana area killing eight people and wounding six others.
Security forces followed leads to a targeted location in the district, where Afghan forces called for all occupants to exit out of the buildings peacefully before conducting a search. The HIG insurgent identified himself as the targeted insurgent and was detained.
A villager informed the security force another HIG insurgent leader was also in close proximity to the location. The security force went to the second compound where the second insurgent leader was detained.


He was responsible for facilitating IED manufacturing and emplacement for attacks against Afghan and coalition forces in Kabul and Parwan provinces. He also led attacks against Afghan and coalition forces at Bagram Airfield.
In Sabari District, Khost province, a HIG leader along with two suspected insurgents was detained during a security operation.

The leader operated in the district where he was responsible for leading approximately 50 fighters and facilitators for attacks against Afghan and coalition forces. He was in direct contact with other HIG insurgents in the area. Recent reporting indicates he provided grenades, detonators and weapons to anti-coalition forces in the area.

Security forces followed leads to a targeted building where Afghan forces called for all occupants to exit peacefully before conducting a search. The HIG leader and two suspected insurgents were detained based on initial questioning at the scene. Multiple AK-47s, multiple rocket propelled grenades rounds, a pistol and ammunition was recovered by the security force.

Afghan authorities say they will investigate whether four men killed in a NATO operation late Tuesday in southern Afghanistan were civilians or Taliban fighters.


The four men were killed in Helmand province, where NATO and Taliban insurgents are engaged in heavy fighting.

NATO said the four were killed because they posed a threat to their soldiers, while village authorities said the victims were civilians. The Associated Press reported the men were members of the same family.


Also in Helmand, a joint Afghan-NATO patrol targeted a compound of a Taliban explosives expert Wednesday, killing several armed men and detaining one. During a search of the premises the patrol discovered rifles, grenades and ammunition.

In neighboring Kandahar province, a joint Afghan-coalition force discovered several caches of weapons in the Panjwai district. They included various shell casings, ball bearings, AK-47 machine guns with full magazines, detonation cords, wire and electronics.

Munich Conference Booklet Paper: Afghanistan: Towards 2014

A week after the London conference on Afghanistan had ended, the West’s commitment was on the agenda of the 46th Munich Security Conference on Sunday, and it was no other than Afghanistan’s President Hamid Karzai who personally gave an introduction to the topic. Like he had done in London, President Karzai presented six major fields of activity in which his government intended to take action in the years to come so as to improve the situation in his country. With a view to the round of experts gathered in Munich, he mainly focused on the issues of national reconciliation and the reintegration of Taliban fighters, on security and on setting as a framework the necessary regional cooperation with Afghanistan’s neighbors. President Karzai said he was positive that the stepped-up efforts with regard to training and equipment would serve to considerably enhance the Afghan security forces’ capabilities by 2012 so that, possibly, the Afghan government itself could provide for the security of its people from as early as 2015 onwards. In the process, Mr. Karzai continued, it might be advisable to introduce a form of universal conscription that was in keeping with the traditions of the Afghan people.







Cautious optimism






In the ensuing panel discussion, most participants were cautiously optimistic that the arrangement on additional troops and funds previously made in London might serve to bring the commitment in Afghanistan back on a successful track. U.S. Senator John McCain, for example, explained that 2010 would probably be a difficult year which might involve heavy losses for the international forces. Nevertheless, he thought it possible that some years from now, historians might consider the renewed and greater commitment as NATO’s finest hour. The United Kingdom’s Secretary of State for Defence Bob Ainsworth, too, said he expected 2010 to be a tough, albeit decisive, year for the ISAF troops. The London conference and ISAF Commander Stanley McChrystal’s strategy had both served to provide the mission with adequate resources and to bring it into the right focus. The decision on success and failure would be taken in the hearts and minds of the Afghan people, depending on their protection against insurgents. Unlike the preceding speakers, the U.S. President’s Special Representative for Afghanistan and Pakistan Richard Holbrooke expected 2010 to be a fairly simple year for ISAF: Additional troops and planned offensives – mostly in the southern part of the country – would bring results that could be solidified by further efforts, such as a massive program to improve the country’s agriculture. All three representatives of the Western community of nations had great expectations as to the "Afghan surge".






From a regional perspective






Against this background, representatives of the region made their points, too. Pakistan’s Minister of State for Foreign Affairs Nawabzada Khan cited the considerable efforts made, and losses sustained, by Pakistani security forces in their fight against elements of extremist groups on Pakistan’s territory. His country’s important neighbor, Afghanistan, would render valuable assistance in counterdrug operations and in rebuilding the infrastructure. He therefore held that the frequently voiced international criticism of his country was inappropriate. He was followed by Dr. Dadfar Spanta, Senior Advisor on International Affairs to the Afghan President, who, speaking in German, explained that Afghanistan would continue to depend on international support for a long time to come, citing Kosovo as a warning example. Admittedly, he added, this support needed not be a military one: The integrated approach taken in London might be a success, Dr. Spanta concluded.






Differing views as to the program of reconciliation and integration






Differing views were voiced, especially so on the Afghan government’s program of reconciliation and reintegration. While some speakers and members of the audience warned against entering into negotiations with undue haste and, possibly, out of a position of weakness, others argued that negotiating with, and fighting against, insurgents would by no means be mutually excluding – both of these facets of international commitment were interdependent and could not be considered as separate issues. All agreed, though, that talks should not be entered into unconditionally. Basic human rights and security standards – such as the separation from El Kaida – were fundamental prerequisites for progress to be achieved in this field.

SABARI-ISAF Joint Command morning operational update

KABUL, Afghanistan – Coalition forces conducted a precision airstrike to destroy a house-borne improvised explosive device during an Afghan and coalition force security operation in Sabari district, Khost province yesterday.
The security force was searching for a Haqqani Network leader who operates out of Sabari district where he conducts IED and house-borne IED attacks against Afghan and coalition forces in the area.




While securing the area, the security force spoke with the village elder who confirmed the suspected building containing the device has not been occupied for the past five years. Intelligence indicated the targeted Haqqani Network leader established a house-borne improvised explosive device ambush for Afghan and coalition forces. The security forces and village elder assisted nearby residents in moving away from the building and then called for a precision airstrike to eliminate the threat and protect the populace after determining no other options or means were available to effectively counter the threat. The explosive device was completely destroyed as a result of the airstrike.

Afghan National Army and coalition forces captured a high-level Taliban leader in Chaparhar district, Nangarhar province, yesterday. The Afghan-led force was conducting clearing operations in the area in order to disrupt the insurgent haven. The detainee is a known insurgent financier, through an international drug smuggling network. He is also known to have facilitated the movement of foreign fighters through the district. The Afghan National Army has custody of the detainee and will question him further.

Karzai Brother Ahmad Wali Khan Karzai

Ahmad Wali Khan Karzai (born 1961 in Karz, Kandahar, Afghanistan) is the younger brother of Afghan President Hamid Karzai and son of Abdul Ahad Karzai. Ahmad Wali Karzai is the representative for southern Afghanistan region. He was chosen as a representative of Kandahar province in the 2002 Loya jirga and also the 2004 Constitutional Loya Jirga. He was elected to the Kandahar Provincial Council in 2005.[1] He is an elder of the Popalzai Pashtun tribe. In his capacity as provincial council leader he receives and mediates complaints of the local Pushtun tribal leaders and communicates their concerns to the governmental authorities.






It has been alleged by James Risen of the New York Times that Karzai is a prominent figure in the drug trade, controlling a significant proportion of Afghan heroin or opium.
[2] In meetings with President Hamid Karzai, including a 2006 session with former US Ambassador to Afghaniatan, Ronald E. Neumann, the CIA’s station chief and their British counterparts, American officials have talked about the allegations in hopes that the president might move his brother out of the country, said several people who took part in or were briefed on the talks. "We thought the concern expressed to Karzai might be enough to get him out of there," one official said. But President Karzai has resisted, demanding clear-cut evidence of wrongdoing, several officials said. "We don’t have the kind of hard, direct evidence that you could take to get a criminal indictment," a White House official said.

Ahmad Wali Karzai has survived a number of assassination attempts
[3] and at least two attacks against his office in Kandahar: one in November 2008
[4] and the other in April 2009.
[5] According to him, a total of nine suicide bombers lost their lives trying to kill him.






In October 2009 the New York Times reported that Karzai is receiving payments from the CIA for "a variety of services", including the recruitment of the Kandahar Strike Force, an Afghan paramilitary force run by the CIA in the Kandahar area. It also stated that he is paid for allowing the CIA and US special forces to rent the former residence of Taliban leader Mullah Omar.
[6] However, Karzai has denied taking any payment from the CIA. He has also denied being a drug lord.
